12/19/05 - Voted to cut student loans. Rep. Kirk voted for a budget reconciliation bill that cut student loan subsidies by $12.7 billion. (S 1932)
9/5/03 - Voted for an amendment which authorized a school voucher program in the District of Columbia. Students would be eligible for up to $7,500 in funds to attend a private elementary or high school in the District. (H.AMDT.368 House Vote 478 R 201-14; D 4-188)
5/23/01 - Voted for the No Child Left Behind Act. (HR 1), and then to underfund it by $39 billion over five years.
He opposed funding and tax provisions for school construction. Rep. Kirk opposed extensions to tax provisions that provide interest free school construction financing and Work Opportunity Tax Credit. He voted against reducing tax cuts to pay for school construction, and voted against $2 billion in funding for school construction.
